Who are SITIV and Stéphane Vangheluwe?

The Intercommunal Union of Information Technologies for Cities (SITIV) is a Public Operator of Digital Services (OPSN) that works with local authorities in the Rhone basin, which represents some ten thousand (10,000) users.
Director General of SITIV, Stéphane Vangheluwe is also involved in DECLIC, the federation of OPSNs, as well as in ADULLACT, an association that defends, promotes and develops free software among local authorities. In light of his commitments, Stéphane Vangheluwe appears as a man of principle, concerned about
the general interest of local authorities, the pooling of their actions and is convinced of the interest of free software for local authorities.

Need for simplicity

Given his sense of service, Stéphane Vangheluwe is driven to favor the most economical and easy-to-share digital solutions “ As a pooling organization, it's our role to pay only once for something that can be used not only by our own communities but also
by many others in France.
and, in this respect, free software is the most competitive.

A common faith in Open-Source

The challenge? A digital safe solution for the 10,000 SITIV users

In this context, it was more specifically to make available to the eight communities of the SITIV a digital safe solution. A very particular request that Stéphane Vangheluwe describes as a “challenge”, requiring a high level of expertise. It was, as he explains to us, “ make available to
10000 indirect users of the SITIV a secure solution of safes easily accessible via the web and in an economic model that allows a very large scale distribution and reach, as explained by Stéphane Vangheluwe, from the first day, a level of distribution as wide as possible.

Stéphane Vangheluwe added that this very specific request of SITIV has been, in many ways, a real challenge for téïcée « The first challenge was the initial implementation of the Vaultwarden product in hosted mode on our servers for all our users. The second challenge, which is now completely met and successful, was to complete the product, to develop modules to implement single factor authentication […] based on classic Openid Connect standards and another free solution for managing Single Sign-On (SSO, single sign-on) which is a French product called LemonLDAP::NG. the challenge was to provide access via single sign-on for all users, not only to their business applications but also to the individual password vault with strong centralized authentication.

« In this sense, it was necessary to evolve the Vaultwarden solution, intended for small structures that do not need centralized management of the administration, to a product capable of competing with Bitwarden with the same functionalities but in free mode. »

“Together, SITIV and téïcée, we sought to improve the original solution”

Challenge met according to Stéphane Vangheluwe who would like to emphasize that, in the context of this project, " all developments made by téïcée are deposited on a forge, validated by the Vaultwarden community, and integrated into the base of the Vaultwarden application.” and to conclude “Together, the SITIV and téïcéeHowever, we tried not to create a fork but to create a full-fledged product, to improve the original solution. »

According to our interlocutor, the next step is to deploy the solution, to move, as he says himself, “to scale”. To do this, the tool itself is not enough precise Stéphane Vangheluwe, because it also requires a lot of support to change habits.

« We have just recruited a digital transformation support officer with a strong focus on security issues whose mission will be, among other things, to raise awareness and change usage in communities by highlighting in particular the use of the electronic safe. »

And as for the continuation of the collaboration, Stéphane Vangheluwe hopes that it will be “fruitful” and that the SITIV and téïcée will soon find themselves in new projects
